...as a deactivation is any time in which a pack is completely turned off...

If you're down, you're down. I actually got myself reset by my own team last nats to force a chasing penalty on the opposing team. It doesn't matter who does it - if you're deactivated by the opposition or your own team (resupping or friendly fire), you're considered down.
